First, the region and the season narrow the field, because the Mediterranean in February is the wrong answer and the Caribbean in September sits inside the hurricane window (the peak runs August to October, with September historically the most active month). Second, the budget band sets the bedroom count and the staffing level the all-in figure can actually carry. Third, the priority sorts the surviving destinations by what each does well: beach access, clifftop privacy, walkable food, family logistics, or value per dollar.
